What is GRAP Stages? When Are GRAP Stages 1, 2, 3, and 4 Triggered?

The Graded Response Action Plan (GRAP) is a step-by-step strategy to combat air pollution in Delhi and the National Capital Region (NCR). It is implemented in stages based on the Air Quality Index (AQI). Each stage corresponds to a specific range of AQI values and triggers targeted actions. Here's a breakdown of when GRAP Stages 1, 2, 3, and 4 are triggered:

GRAP Stage 1: Poor Air Quality

  • When Triggered: AQI between 201 and 300
  • Key Measures:
    • Mechanized road sweeping and water sprinkling to reduce road dust.
    • Ban on open waste burning.
    • Enhanced vigilance on construction dust and pollution norms for industries.

GRAP Stage 2: Very Poor Air Quality

  • When Triggered: AQI between 301 and 400
  • Key Measures:
    • Restriction on the use of diesel generator sets (except for essential/emergency services).
    • Increased frequency of public transport.
    • Intensified enforcement of pollution control measures in industries and construction sites.

GRAP Stage 3: Severe Air Quality

  • When Triggered: AQI between 401 and 450
  • Key Measures:
    • Ban on construction and demolition activities, except for critical projects.
    • Complete ban on non-essential diesel generator sets.
    • Restrictions on private vehicle use; odd-even rules may be applied.
    • Shutdown of polluting industries using unapproved fuels.

GRAP Stage 4: Severe+ or Emergency Air Quality

  • When Triggered: AQI above 450
  • Key Measures:
    • Closure of schools, colleges, and educational institutions.
    • Ban on truck entry into Delhi, except those carrying essential goods.
    • Halt in construction activities completely, including essential projects.
    • Use of sprinklers and anti-smog guns at hotspots to control dust and pollutants.

Purpose of GRAP

GRAP stages are designed to respond dynamically to rising pollution levels. Each stage is meant to implement stricter measures as air quality deteriorates, ensuring that actions are taken before conditions worsen further.

By adhering to GRAP regulations, the government and citizens can work together to reduce pollution and protect public health during high pollution periods.
